Yes, asking someone about their service dog is generally not a good idea.

It’s a personal question. It *can* be ok in contexts in which asking personal questions is ok.

It’s not ok to go up to a stranger and ask, though. Because usually people just want to go about their lives and not have to explain themself to every curious stranger.
